emancipation proclamation as well as the march on washington, as well as the 100th birthday of our dear sister rosa parks. as our country continues to celebrate the beginning and as our country continues to celebrate the beginning of the second term of our great president, president barack obama. now, it's easy to take for granted the progress that we've made as a country because we are forever looking to solve today's problems and as we continue to meet tomorrow's challenges as we shape our future. but what it is, it's definitely worthwhile to take a look back at the great works of our predecessor and the brave men and women who have paved the way for progress that we enjoy here in the 21st century. and if you look around, many of those men and women are right here with us in the rotunda today. we remember the people who braved police dogs and fire hoses turned against them by their own government officials in the south, people who believed that an idea -- believed in an idea that we're all created equal and that we're willing to risk and that we're willing to risk their life in the purchase soul

winds are almost as far south as santa rosa. we have showers right now, a rare treat. you can count the rainy days still on one land. there's a front that's kind of washing out as it heads toward the bay area. we'll have cloud cover earlier tomorrow morning. much of the moisture will stay in the north bay and just kind of wash out to the east, all because that dome of high pressure is still protecting us. and the dome of high pressure will be on the move. by friday, which will be the warmest day of the week, we will get an offshore wind, wind coming out of the northeast. that will be low 70's for everybody. even san francisco will likely hit 70 degrees. then changes. the first change of high pressure begins to move out. by sunday, we'll be down to the low 60's for highs. and by tuesday and wednesday of next week, two straight days, with a rain chance. first time that has happened so far this year. tomorrow mid to upper 60's. livermore, 67. san jose, 67. los altos, 67. 68 walnut creek. pleasanton, sunshine tomorrow. sonoma, you'll hit 70. and sausalito, 62. upper 60's o

we do have calm conditions over santa rosa, napa and fairfield. winds about six miles per hour fairfield. theses are some of the areas that really saw cold temperatures overnight, fairfield 10-15 degrees colder than yesterday morning. now feeling pretty good. oakland a light breeze here, calm conditions at mountain view and into san jose. 42 in fairfield right now, 41 napa, 42 novato, santa rosa in the 30s, not too bad. some of these areas siferging back into the upper 20s earlier this morning. around the bay we're tracking temperatures in the low to mid-40s for most. 46 menlo park, 45 palo alto. a nice rapid rebound for you. south bay temperatures feeling pretty good, 43 san jose, at the university 46, 46 saratoga, morgan hill and gilroy low 40s. lus started in the upper 20s. the pacific satellite view showing you what's happening for today and really the week ahead. ridge of high pressure over the pacific. a little tough to see it. this is the back edge. it shifts over. it will be nudging our way. it will bring us a warming trend. for today most

president, on the same day we're going to be honoring civil rights icon rosa parks by unveiling a statute in the u.s. capitol, the first full statue of an african-american to stand in the halls of congress, across the street, the supreme court will be hearing arguments from those challenging the constitutionality, the voting rights act reauthorization named in part for rosa parks. an act both republicans and democrats came together after extensive days and days and days and weeks and weeks of hearings and signed into law by a republican president. in the pending case, the challengers of the supreme court seek to strike down section 5 of the voting rights act, even though that critical section is protecting the constitutional guarantees against discrimination and voting where 100 years of prior civil rights laws have failed. now, the supreme court got it right four years ago when they upheld the constitutional authority of congress to reauthorize section 5 against a similar challenge. neither the words of the constitution nor the importance of these critical provisions protecting the right

here is a few of the president's remarks regarding rosa parks. [video clip]>> this is how change happens, not only from the exports of the famous and the powerful but through the countless acts of often anonymous courage and kindness and fellow feeling and responsibility that continually expand our conception of justice. our conception of what is possible. singular act of disobedience launched a movement. the tired feet of those who walked the dusty roads of montgomery held a nation see that to which it had once been blind. it is because these men and women that i stand here today. it is because of them that our children grow up in a land who are free and more fair. a land truer to its founding creed. that is why this statue belongs in this hall, to remind us that matter how humble or lofty our positions, just what it is that leadership requires. just what it is that citizenship requires. rosa parks would've turned 100 years this month. we do well by placing a statue of her here. but, we can do no greater honor to her memory then to carry forward
